with a program like photoshop or paintshop-pro, you can use layers to make animated gifs, the export features for programs are built in in some versions,

in editor, open image, desaturate color from image to b&w, make duplicate of b&w, then create new blank layer, then select item with lasso tool, then apply rainbow spectrum or fill with paint,

make two or three blank layers with differed colors, apply each color to one b&w copy, then with each varied layer, export to animated gif, either with image ready, animation shop
or save each set and jpg, then upload to gif generator online,
