Question: How to make a picture that is!?

I was wondering how you make those pictures that look like a regular picture, but when you look closely they are really tons of little pictures that are colored to make up another larger picture!. I hope everyone understands what im trying to ask lol

i dont really know where you could make a pic like that tho!.
you could probly look up a generator on goolge or something
