you need to transform proportionately!.
go to > edit > transform > scale

when you get the boundary box around your image
click and hold a corner while holding the shift key
then drag it in to reduce sizeWww@QuestionHome@Com

Do you have the box checked that says "constrain proportions"!? If you do not have this checked weird things will happen to your photo as you resize!. You will likely have to do this in a two step process!.

You will go to Image - Image Size to enter an initial size, again being sure constrain proportions box is checked!.

You will then have to go to Image - Canvas size to "trim" the photo to the final exact size you need without any distortion to the photo!.

On another note, are you sure you will be able to use this photo anyway!? I thought they would not allow photos to be used that you take yourself!? Perhaps it will be ok if it is sized correctly though, but keep in mind the background has to be white and usually a certain pose and lighting is required!. There are plenty of places that will take passport photos very cheaply!.!.!. you may be better off to get it done somewhere else!.

Just take it to walgreens - as long as it's the right specifications (no glasses, no teeth showing, no background (solid color) etc!.) then they will resize it and print it out properly!.
MAKE SURE you follow the specifications or they will reject your passport applicatons!.Www@QuestionHome@Com

You need to resize it X & Y with a percentage keeping the same ration!.
Otherwise, that is what happends >>>>>lopsided effect!.

Jusr re-sample it at whatever size you want but locking the aspect ratio so that you get perfect dimensions!.Www@QuestionHome@Com

you need to place the final crop size that you want in the crop window instead of resizing by the image size window (that is why is comes out in weird proportion)Www@QuestionHome@Com
