Theoretically, it would be easy!. Given the size of the area and its topography, a person could make an ideal city!.
It could be a hub city, shaped like a ring or oval, with roads going into the center and the concentric roads as accesses to the radial roads!.
Washington DC began as a hub or radial city!.
It could be a grid city, but the traffic problems will be enormous!.
The best city would have living, shopping, and working spaces close to each other (within walking distance), with plenty of green space around a cluster of towers!. Let's face it, the best way to get a lot of people in a small space is to go up or down, not horizontally!. We can see what urban sprawl does to the environment and the stress levels of people who commute hours every day!.
They say Brasilia is an example of a planned city with no soul!. Look at some pictures of it, and you will see why!.Www@QuestionHome@Com
