You can do this two ways -

1!. Open up a new file, just make sure it is big enough to accommodate all the photos you are wanting to fit on one page!.
also, have open all of your 9 images on the screen!.
Take the first one you choose and click on the tab at the top that says Select > then do SELECT ALL
Then go to the edit tab, click copy
Then click on the blank new file
Go back to the edit tab, click paste
Now you can use your move tool to place it exactly where you want it on the page!.
REPEAT this 8 more times with the rest of your photos!.

BUT before you are finished - you will need to flatten down these layers, because each pic is on a different layer!. Go to the layers tab>flatten layers

2!. There is an option to make a contact / proof sheet in photoshop!.
Go to the File tab>Automate>Contact sheet
In that section you can make contact sheets with different size photos, that way you can fit more or less on a page!. The 3x3 size should be an option, if it is not, I think you can set your own size!.

Both of these methods should work for you!Www@QuestionHome@Com

Create a new image large enough for the entire 3 x 3 grid!. Open the 9 others!. Copy and paste each into the new image!.Www@QuestionHome@Com

possibly check size of image for resolution as well, if higher or images vary, you want to keep at same resolution ,

open one image, adjust canvas size to suit needs 9 by 9,
then copy and paste remaining images onto canvas in new layers, move around to fit,
also could increase canvas size 9!.5 or 10 by 10, to have more room to edit with the crop cut around border after,
