in photoshop you can blur things by highlighting the area then going to filter>distort>gaussian blurWww@QuestionHome@Com

If you do your own developing you can accomplish this effect by placing a thin layer of cotton over the parts you want blurred while the photo paper is still under the enlarger before you expose it!.

You can manipulate the amount of blur by removing the cotton, or adding an extra layer, during the time it takes to develop the pics!.

If you're going for a 30 second exposure time, add or delete the cotton layer(s) after 15 seconds!.Www@QuestionHome@Com

select the area you want blurred, doesnt matter which type of selection tool!.
