No, I've never heard of public dark rooms!. I live in California too!. But you can easily make a dark room in your house!. I develop my own film and pictures, and I just made a darkroom in my garage!. Photo paper isn't sensitive to red light, so you can use a red lamp or safelight!. also, you don't need a darkroom to develop film, only to develop prints!. To develop film, you just need a changing bag since the only part that has to be done in complete darkness is loading the film onto the developing reel and putting it in the tank!. If you don't have an enlarger, you can get one on eBay for pretty cheap!.

also, photo paper isn't as sensitive as film!. So if a tiny bit of white light leaks into your darkroom, it's not the end of the world!. You should try to get it as dark as possible, but if a little bit of light leaks in it's really not that big of a deal!. I've had enough white light leak into my darkroom that after a while I could see my hands!.!.!.but it didn't do anything to the pictures!. They looked fine!.Www@QuestionHome@Com
