LVS Online has some Photography classes that don't cost much at all:

All LVS classes are 6 weeks long unless otherwise noted!. Fees are:
$ 25 per course for new students (U!.S!. funds only)
$ 11!.25 per course for Self-Study *SS* classes for new students (U!.S!. funds only)
Returning students receive a 20% discount!.

There are many websites that serve as blogs for professional, or otherwise very skilled photographers, that share their knowledge and serve as excellent resources for learning!. And, they're free to all!.

And those are just off the top of my head!. If you want to take classes, you'll need to search for local community colleges in your area that may have an art department that will offer photography courses, or other mainstream art institutes like AI or SCAD!.
