Using Layers (like the other answer says) is not true HDR!. You need to be able to work in 32bit files so normal image editors won't cut it!.

You could use normal 16 or 8 bit image layers to blend three exposures but again this is not "HDR"!.Www@QuestionHome@Com

photoshop cs 2 or 3 also have hdr now, but nowhere near as good as photmatix!.Www@QuestionHome@Com

Any program that supports layers should do it!.
