It is not bad!. It is typical of a number of student grade microscopes!.

The objective lens is the one just above the stage on the rotating lens mount!. ( the bit that you rotate to change magnification)

You multiply the eyepiece magnification by the objective lens magnification to get the overall magnification!.

To achieve High magnifications and reduce optical distortions you can use a special lens that has to lowered into a drop of special oil on you microscope slide!. these are known as oil immersion lenses!.

'Spring loaded' refers to the objective lens being mounted on a sprung mechanism!. This is because high power lenses have to be positioned very close to the thing that you want to view!.

This means that is is very easy to accidently hit the glass slide that you are viewing with the objective lens!. By making it spring loaded it will compress the spring instead of breaking the lens and/or slide!.

Good quality lens are much more important than magnification!. In any case anything above about 750x magnification will be useless on a student grade optical microscope!.

Don't be influenced by magnification powers!. You can always add objective lenses and eyepieces at a later date!.

The most important things to look for are a good quality mechanism that doesn't wobble when on a flat surface!. Remember any movement will be magnified as well!.

One final point!. It is worth looking for a specialist microscope dealer in your area!. They can be really helpful and often have used microscopes that can be a lot better value for money that a new one!. Remember that a 20 year old lab grade microscope will be a lot better than a new student model!.

Take a look here for all things microscope!. They are very good and their shop links to Brunnel microscopes, one of the best microscope companies in the UK!.
