You know, there's no right answer that will cover all situations!.

You can begin to learn the right compositional elements by starting with the mechanical approach - using the "rule of 3rds" and then progressing from there!. Like anything, learning the right composition is an art - one that takes time and practice, and will ultimately reflect a personality of the photographer!.

Subjectively, you can't shoot a crowd!. You can shoot one person and let the rest blur in the background!.

Herds and flocks are the same - you will get dull, uninteresting photos if you try to take in the whole herd or flock!. A far more eye-catching and presentable method is to isolate a single individual from the masses and shoot them!.

I have shot flocks of birds and published a few - but even then, I used farm equipment in the foreground to give the viewer a sense of scale!. Find a landmark, fixed object and use that to anchor your shots with!. Wait for the birds or herd of animals to go by it, or position yourself so that there is something recognizable for the viewer to mentally use as a 'scale' in the photo!. It'll work best!.
