facebook has an application you can download called, picnik!.

it's realy good!. soo many things you can do to your picutre,Www@QuestionHome@Com

I would do it in photoshop!.
there are so many combinations of effects you could use to achieve that visual!.

unless the pic was taken into the sun, the brightness was adjusted!. it could have been adjusted in a number of ways; brightness/contrast, screen, lighten, levels !.!.!.!.etc
also the saturation was adjusted!. it could have been adjusted by hue/saturation, levels, posterization, luminosity, channels!.!.!.on and on!.

also could be a number of single filters to cause the entire effect by adjusting the intensity of that filter!.Www@QuestionHome@Com

To be honest, all it looks like they did was lower the hue/saturation!. With that and the combination of the light behind her it turned out neat!. Very simple thing to do, which should be easy with any editing program!.Www@QuestionHome@Com

The whites are overexposed, start with a white background, sky in this case, then you can turn up the brightness to do that, and also turn up saturation levels of the colors as well!.Www@QuestionHome@Com

i think the person just did it so bright that the background just came out like that!.
try to keep brightening the pic and see if it getz like that!.
i'm not sure tho!.Www@QuestionHome@Com

I don't know your program, but try varying combinations of increasing contrast and/or brightness and/or saturation!.Www@QuestionHome@Com

Definitely check out the Picnik thing someone mentioned!.

And try to take it with a lot of sunlight behind you!?
Eh!?Www@QuestionHome@Com
