It looks like a combo of mediums!. First, most likely a sketching pencil (probably graphite)!. Followed with ink (India ink or similar w/brush) and quite possibly a sharpie marker for the thick defined outlines!.Www@QuestionHome@Com

It is mixed media!. yes, the under sketch is pencil!. and maybe when you take a quick glance at it, it looks like ink but ink will never lay that solid with such crisp lines!. You would be able to see variations of tonal color were the strokes change direction!. The dark part outline was done in Illustrator!.

The image was first sketched and then scanned into the computer and accented in Illustrator!.Www@QuestionHome@Com

that's cute!.

i'd say a soft lead, texta (felt tip), and either white paint or chalk to do the highlighting over the black (can't tell from afar)

it wouldn't lood AS good (it'd still be a good drawing), but yeh- things always look way more professional once you scan them in black and white!.Www@QuestionHome@Com

the undersketch is in fact, pencil!. however, the darkest layer is most likly pen ink, not pencil!. rough sketch to get all the main details, and then finish the darkest areas with a pen, not a sharpie, probably somewhere in the faber castel regionWww@QuestionHome@Com

Appears to be pencil (when you tilt your screen you can see smudges), and some sort of pen!. Of course, I may be wrong, and the person used a graphics tablet!.Www@QuestionHome@Com

Looks like charcoal and ebony pencil to me!.Www@QuestionHome@Com

I say a drawing pencil (can't tell which type) an ink!.Www@QuestionHome@Com
