Question: How do you animate pictures!? is it hard!?

i have noticed that you can take regular pictures and make them into animations!. Is there a program that does it!? I would love to take a few of my pics and put the blinkie animation on it!.!. thanks again in advance!!Www@QuestionHome@Com

there are online tools to add blinkie things,
there are programs to make moving pictures in gif format,
there are animation movies you can make movie maker
