there may different terms and methods to pop an object per say, from image, for eyes,
~you could use lasso selection tool then adjust brightness /contrast,
~you could invert selection and apply gaussian zoom blur,
~invert selection and adjust color to hue or desaturate,
~you could adjust rgb channels of one color to enhance,
~ you can add layer and recolor selection and adjust overlay mode,
assuming you dont meant pop art, nor pop out,
