possibly yes, yet you may need to re scan photo at higher resolution about 300/ 600+ , then try to adjust levels and channels, image shown is at too low resolution to decipher details,

You can fix the color, but the grain is still going to be there!. This picture was underexposed or processed wrong!.

Enhance Photos tab> One Step Photo Fix
That will fix the color cast!. Now you will have alot of noise or grain!. The more you try to remove that noise the less sharpness you will have!. Its a trade off!.

The outer edges of this pic seem to be out of focus!. Was this taken with a box camera!?Www@QuestionHome@Com

I ran this through Photoshop, and no detail can be taken from it!. So no, it can't be saved!. If you have the original negative and you are able to scan it at 48 bit sample rate, then you can get an improved image, but as it is, sorry, you will just have to find another photograph!.Www@QuestionHome@Com

That is in pretty rough shape but you can probably fix it up some in Photoshop or any other editing program!. Don't expect it to be perfect though!. Start out with the best possible scan you can get!.Www@QuestionHome@Com
