Most frames are finished with an oil-based varnish!. Sand the frame lightly with fine sandpaper or steel wool, then paint with oil or enamel paint!.

Or, if you sand then use a good household primer that's meant to cover either oil or latex paint, you can paint on the primed surface with anything at all - acrylic, oil, enamel, or spraypaint!.Www@QuestionHome@Com
