That kind of picture uses vector graphics which you can model through Photoshop or use in Illustrator (there are other vector graphics programs like Flash and Fireworks, but I won't get into that)!.

Anyway, in Illustrator you can paste in your image and use its nifty "Live Trace" function (only available in CS and above) which will automatically make your image in that style if you choose its different settings!. Otherwise, you can also "draw" it by hand by using the pencil tool and following along the lines!. See tutorial here:

Tracing it in Corel Draw or Adobe Illustrator is how you can do it on the computer!. Start off with foreground and background negative/positive shapes, then replicate them and use things like pathfinders in illustrator to cut out shapes like the shaded areas that overlay the face!.

Part of this is imagining where the edges are!. It might take some practice to get it just right!.

That was likely done in Illustrator!. Bring your picture into Illustrator!.!.!. make it a template and then use the pen tool to trace over it with select colors!.Www@QuestionHome@Com
