He is using a screen printing fabric paint through an acetate stencil!. You can get this from any good art shop or hobby/craft shop!.

If you are not too sure about the process and haven`t seen it before I can recommend t shirt transfer papers which can be used through your computer printer and iron transferred onto a t shirt!.Www@QuestionHome@Com

fabric paint comes in a tube usually!. You can also get it in a crayon format, but this type needs to be ironed after application!.Www@QuestionHome@Com
