is it to do with the camera,
or photoshop!?

its a close-up shot of a plant, the camera either had a macro setting or was using a macro lens!.
The "bubbles" arent just put there, its the blur of whatever was behind the subject of the photograph!.
DOF is a factor here as well!.Www@QuestionHome@Com

The link does not work but I presume you mean "thought or speech bubbles"!. You need a "photo shop" program most any photo fun or editor it is an insert!. You can also use Publisher but it isn't a true photo editor so the other effects are limited!. Good Luck!Www@QuestionHome@Com

Thats called bokeh and it is a form of DOF, to get that effect on your photos you will need a camera where you can manually control the settings!!Www@QuestionHome@Com

It is an in-camera effect!. That is light reflecting off water droplets and the use of a very shallow depth of field!.Www@QuestionHome@Com

That was taken with a slr or dslr with the aperture wide open!.Www@QuestionHome@Com
