You need to buy a subscription (or someone else could buy it for you, as long as you have one)!. That's indicated by either an asterisk (*) or an equal sign (=) in front of your username!. The equal sign means that the person has a subscription, but they've opted in to be an Official Beta tester (which you can go in and out of whenever you like, if you're subscribed)!.

Once you're subscribed, you can put images in your journal through regular HTML (<img src=http://answers.yahoo.com/question/"imageURLhere">)!. Or, if you're wanting to put a thumbnail of a deviation in, use the :thumb#######: code that's under every deviation you view!. Just paste that in and it'll automatically create the thumbnail for you!
