Photography Technique? (Seen in Applied Arts June 2008)?

Question: Photography Technique!? (Seen in Applied Arts June 2008)!?

If anyone has (above) Applied Arts Mag!. on page 94 view images # 1,2, & 3!.
(other examples: pg 84 # 1,2!.)

I've seen alot of people using this "technique" in photos, resulting in very vibrant, vivid, and almost surreal colours!.

How is this look achieved!?
