How can i create this border in gimp?

Question: How can i create this border in gimp!?

i really want to add a photo border like this around my images http://bp2!.blogger!.com/_ea2jmtpnKxM/SDHV!.!.!. (not the one with the paws, i am talking about the one around the whole photo) i know that this is done in photoshop but i dont have it, i do however have gimp, can gimp create these borders if so can someone please explain how, thank you sooo much in advanceWww@QuestionHome@Com

apply filter / light shadow/ drop shadow,
