Well, the first two links you posted (the girls with the crazy colors) look to be done in good old fashioned marker!. In fact it says so in the description of the first picture!. So go to a Wal-Mart and buy some markers!.

If you're looking for a free digital imaging suite, you could give Paint!.NET a try!.
