It doesn't stop smudging, but just makes it harder to smudge!. Basically if you apply hairspray, you coat the pencil drawing with a very fine layer of adhesive lacquer of sorts which is usually used to stick strands of hair to each other!.

If you apply enough force (which isn't a lot really) you can still smudge your work, since unless you pile on tons of hairspray, hair style with hairspray is still springy and movable!.

If you are in Australia,Black & Gold hairspray is both inexpensive and effective!. Spray lightly over the whole area, allow the h/s to dry then respray!. I'm sure you will find it very effective!.
The more expensive hairsprays have not been used by me as some contain perfumed products that may affect the colour if you are using colour pencil!. If using graphite(we usually refer to it as lead pencil but it does not contain lead) is very effectively sealed with the B&G hairspray!.Www@QuestionHome@Com

To be totally safe, use fixative!. You can work and rework and still maintain a clear image!. Non-sticky, fresh - it may cost you, certainly a bit more money but why not treat your work with what it needs!.
