If I understand correctly !.mil domain belongs to US military, and inherently to US government!. As such, provided that this picture was taken by a us government official while performing their duties, it is copyright free!. It would be nice to see this picture in original content, e!.g!. which web page it appears on or is linked from to determine if this is the case indeed!. But if it's published on a site owned by US government and no specific credit is given to any third party, I'd guess it's copyright free!. Try to contact the site operator to confirm that if you want to use it in your work!.!.!.!.

I could find no copyright information in the metadata, so you would need to contact the website to find that information!. Here is the information I found in the image metadata (the last line gives credit to "U!.S!. Air Force photo/Tech!. Sgt!. Michael O'Connor"): A Dyess Air Force Base C-130 Hercules assigned to the 737th Expeditionary Airlift Squadron awaits its crew, passengers and cargo May 13, 2008, before being flown on a mission into Iraq from an air base in the Persian Gulf Region!. The 737th EAS is assigned to the 386th Air Expeditionary Wing which received and processed out more than 330,000 passengers, 48,000 tons of cargo, baggage and mail, onboard more than 8,200 C-130 and C-17 Globemaster III missions during the Air Expeditionary Force 1 and 2 rotation which first arrived to the air base in Jan!. 2008!.
