Question: Photo Enhancing!?

I need a hobby and I would like to play around with the photo enhancing!. The best example I can come up with is picture airbrushing!. I know that the beauty pageant people get their kids piuctures all airbrushes to where they look like dolls!. I think it would be fun to get into that!.!. not necessarily for pageants!.!. just whatever!. Are their any programs that you can buy to do this!.!. or how do I get started!?
