in photophiltre, select eye with lasso tool, and adjust hue saturation,
you could also select eye remove saturation to gray, then apply gradient plugin over lay with choice of color,

in gimp you can open image, duplicate layer or selection of eyes as copy, adjust color hue and saturate, or create new layer or top and paint color, then adjust layer overlay and transparency,
