One definition of a masterpiece is something that is superlative of its kind!. In painting, I would say that it would be a be a work which remains for every fixed in one's memory!.(for one reason or another) No doubt that this particular work is well painted, but plenty of other artists from Rembrandt to Van Gogh produced equally expressive paintings of this type which are in my opinion even more memorable (Rembrandt in his old age: Van Gogh with Bandaged Ear)
Delacroix did produce some masterworks, among them the Raft of the Medusa - which is memorable for the brilliant and dramatic depiction of the figures, the water and the whole scene around them, all conceived in a low key palette!. He is considered one of the most important French Romantic painters, of course if you had gone to Wikipedia you would know that!. If you studied his work with your eye, remembering that all worth of art is subjective in nature, I think you would have to agree that he is a genius!. PS: For further info check out
