The red color is actually the inside of the eye's retina (filled with blood vessels) which is seen by the camera through the eye's open pupil when the flash goes off!. Animals have a reflective coating on the retina that reflects the light of the flash back into the camera and so they appear to glow instead of being red, sometimes green, sometimes yellow or blue!.

While the "bright eye" effect will be reduced for both humans and animals by using the "Red-Eye" setting on your camera (the pre-flash causes the pupil to close), it's not a good idea to take flash photos very often with your dog or other animals, especially with them looking at you (and into the camera)!. Humans will tell you when it's too much -- animals can't and you may injure them permanently, particularly if you are close with your flash!.Www@QuestionHome@Com

The eyes act as a retro-reflector, they reflect the light back toward the source!. They also act as prisms and refract the light into a rainbow effect!. depending on the position of the flash on the camera, the distance to the eyes and the shape of the eyeballs, the color of the light that reflects back to the lens varies in color!.
newer flash units have a red eye reduction feature that flashes dimly two or three times before the main flash of light to cause the subject's irises to close a bit which helps a lot!.Www@QuestionHome@Com

The flash on the camera goes off before your eyes have a chance to adjust to the bright flash!. A red eye reduction flash has a pre flash that causes your eyes to adjust to the main flash reducing,and or eliminating red eye!.Www@QuestionHome@Com
