That is what's called an Animated-GIF!.

The GIF file format as still images is supported by the majority of image manipulation softwares in existance due to its support in Web browsers and compact size!. The specifications are as follows: 2-256 colors, single color transparency, LZW lossless compression (for smaller sizes with no smearing)!. In the next few years, it may be supplanted by the MNG extension of the PNG image format due to its abilities for 16777216 colors (24-bit), variable transprency (8-bit), and lossless compression, but Animated-GIFs are still in use today, especially now with the patents all expired!.

All desktop Web browsers support the animated extension to the GIF format, which allows constant framerates (not variable) and looping iterations!. To find an editor for them, you have to look more in the direction of movie-making software!. Jasc Animation Shop (now part of Corel) is a good one for that!. Adobe Premiere supports exporting of Animated-GIFs as well!. ULEAD Studio is another one!. If you search on a website like http://download!.com with the keywords "animated gif", you should be able to find some freeware or shareware editors relatively easily!.
