Question: When mixing plaster for filling body part casts, what should the consistency of the plaster be!?

A quick answer would be like a milkshake!.

The long answer is:
take a bucket and fill it with water, how much water!? enough, maybe 2/3 the volume of the part you are going to cast!. then add your plaster slowly!. No dumping and splashing, just pour it steadily!. Don't mix it yet!. Keep adding plaster until you get little floating islands of plaster powder!. this tells you that the water is just about saturated!. I usually add a little bit more, finely sifted on top to reach a state that looks like "cracky mud fats!." Seriously!. Then mix it from the bottom and try not to trap any air while you mix!. vibrate the mix if you can or better would be to put it in a vacuum chamber to remove the air bubbles that you did mix in!. Otherwise you'll get bubbles in your casting!. Then pour it in slowly into your mold!.
