So how do I make a picture on my computer make this effect:

Unfortunately my mom won't buy me photoshop and anyways there are too many buttons for me to understand how it works!.
Oh and I'm also wondering how you can add like a frame or a border to a picture!.

If all you want to do is place the pictures in a row like that, you can do it quite simply in 'Word'!.
Create a text box, anywhere on the page you want, go to Insert>picture>from file, then find your picture file click Insert and your picture will appear in the box!.
Allow the box to stay selected and you can re-size using the corner and side handles, then you can create simple frames using Line Styles on the sides of the box; you can choose a line colour with Line Colour - these edit tools are all part of the Drawing set of Tools!.
For more boxes, repeat the process!.
You can move the boxes around so long as the box is selected!.
Simpler than Photoshop, it's already on your computer and it's quite rewarding!.
