Way back in the 1960s Andy Warhol and other silkscreen artists created "pop art" posters which looked very similar to your example,

In Photoshop it is created using the "Stamp" filter - best applied with black and white images but works with colour as well!.
In Photofiltre (a different graphics editing software) the effect is called "Duotone"!.
When scanning a photo you can get that effect when setting the scanner to black and white (not greyscales) so that colours are interpreted either as black or white - nothing in between!. So if you have a scanner play a little with the settings - you should see the result in the preview of the scanning software before you actually scan it!.
