Question: Can you fix/photoshop this photo!?

thanks for clicking on my question!

one of my best friends just left the country, most of the photos i have for him are uhh well, just "not serious"he looks goofy in most of them,

except this one photo that is kinda blurred and his tie is not well tied!!.!.!. can you help me out to fix it, i need to use it in a video clip about my class memories!.!.!.!.

the pic looks fine 2 me
if u want 2 photo-shop/fix it then u need software on ur computer aka u need 2 buy some expensive a$$ $hitWww@QuestionHome@Com

I'm not sure what you would like to be fixed!. Once a picture is taken and it turns out blurry there is really nothing that can be done to fix that and the tie looks fine to me!?
