try gimp for now, with layers and selection outline tools and other effects, you can achieve same results as photoshop or paintshop pro,

you can't do that without photoshop!.!.!.
i don't know anything about paintshop pro since i have an i mac, but i heard it's almost advanced up to photoshop's level!.
