How to achieve that glow-y look in photoshop?

In your layers palette at the bottom (by the little trash can) there should be an italicized "f" - that's the effects button. Click it and there should be an "Outer Glow" Option. Select that and play around with it to see if you get the effect you wanted!

theres an option for it i think on the side i dont remember im not at my comp at home

how about blurring the image just a hair, then going over the image with a soft brush (change your paintbrush to the wispy-looking one) and choose a light blue trasparent color. ^^
