I Need help with a photo any ideas?

Question:Im a photoshop user and I like to take urban gritty pictures of streets and so on. Im trying to get the effect as the picture below on photoshop.

Is there any tuts about? and where would be best place to take a picture like that? I thought of a subway underground or alley. something along them lines.

adjust the contrast and darkness. Also colorize it blue a bit.
