I would say a 8 as far as expressing the moment.
However, technically, the photo is about a 2. The background is very intrusive, the lighting is dim, the composition is wrong, (should at least be in portrait orientation).
I do realize though, that there was probably not time to get all tech details perfect, so most of that is forgivable. You can do an easy levels adjustment in photoshop of the mid tones and improve the looks a bunch. Also a crop into a vertical shot would do wonders for it.

Not really, thats problem with P &S. A better effect would be to blur out the background and underexposed a bit for atmosphere. But you do get an A+ for a great attempt. You did several, things right too!
