To fully understand "photography" you need to learn using film .. Digital "photography" is built on the skills necessary to shoot film.

That said, for under $200 you can find a good used Nikon or Canon SLR with lens on craigslist.

The thing about film, is that when you take your first classes in photography, at least a 35mm camera is necessary for at least the first couple of semesters.

What kind of camera are you looking for? Point and shoot or DSLR? What is your budget?

If you're looking for a DSLR, I suggest the Canon Rebel XTi. It's a great entry level DSLR.

No doubt, the world has gone to digital. And for good reason. However, to learn photography inside out, I would recommend a totally manual film camera, where you have to set the shutter speed and aperture yourself, as well as focus. I like the old Pentax K-1000. It's all manual and not dependent on a battery, except for the light meter, which after a little practice, you shouldn't need anyway.
