Most people use a program called Jasc Animation Shop to make animated images like the one you posted.

The program costs a lot of money, but you can try it out for free for a few days (my trial version is up already : ( )

ok so you need to register on this site:

Then go to download and click on animation shop. The program is very simple I'm sure you could figure it out if you know how to use programs like Microsoft paint

It's called animation shop.

You will need to re-download it... maybe you accidentally downloaded 2 things at once... just download the one picture you want, then re-paste it!!
