Identifing a signature and portrait.?

Question:Could someone identify anything about this portrait, ie, name of artist, name of person or the title of the piece.

Some people think that it is shakespeare's Falstaff or Orson Wells but if anyone recognises the image I would be very grateful.

I know the quality is poor but the image and signature are still on there if a bit blurry.

PS. This is a photo from a B&W film made in 2001 called The man who wasn't there and it was a painting hanging on the wall in one of the scenes.

I can't quite remember, but I think Falstaff is usually bearded. However, it does look a bit like Welles. Also, it's a bit like the opera singer Tito Gobbi - he may have sung Falstaff.
