'Sketching' is just above 'doodling'. Sketching is a bit more involved than just a quick idea drawn for future reference.
For an example: when you have an idea for an outfit, you doodle it very quickly. Then, idealizing a more completed design, you may want to take the time to sketch it out better. Therefore, you have to time to put more details in that drawing.
Later, it becomes a full illustration as you've erased your basic guidelines and made your appropriate corrections and any shadings and more detail of your finished product.

As silly as a comparison this will be is... you can doodle the outline of mickey mouse. A sketch is filling in the gloves, shoes, facial outlines and other minute detail. The completion of Mickey, therefore is the darkening in of his ears/head, shorts and shoes with more details.
Best wishes.

There is no right way to sketch. Everyone has their own style. There are some websites that show some tips but they aren't very helpful.

My advice is to just practice, and I mean really practice. You can also use some pictures as references but don't completely copy.

Sketching, especially clothing, takes a lot of hard work and practice.

Sketch from references and magazines at first and pay special attention to how clothing folds and shapes around the body, then just gradually move up to using less and less references until you can sketch the fahion designs in your head.

Basically, PRACTICE.
