If you have all the layers turned on in the Photoshop file that you want to place in the frame, they will all show up. However, if you are asking if you can actually use them as layers within an animation frame, I don't think you can. The relative positions of objects in the frame would be determined by the layer(s) in the Photoshop file, not in the Animation frame. For example, say you had three layers that you wanted all in one frame, so you have them all turned on (the eye icons are showing). One has a red square in it, in the upper left corner. One has a green circle in the center, and the third one has a yellow triangle in the lower right. If you put all three in a frame, you will see the red square in the upper left, the green circle in the center, and the yellow triangle in the lower right all within that frame. Change any of those three things (say move their positions) within their respective layers, and they should change within the frame (although you might have to select the frame again and reestablish that those are the layers you are using).

While I'm not too familiar with Photoshop, I do know that in Gimp you have to merge the layers first. If you keep them as separate layers, they'll all be different frames.
On the other hand, if you have the effect where each layer is pasted on top of each other as the animation progresses (as opposed to replacing each picture in the animation), then you may be able to make the time between each frame so small that you can layer them all at once and no one will notice the difference.
Still--best to merge the layers. If you need to, duplicate the layers first and work on them separately.
