This takes a LOT of work with a cloning tool. See if your program has a clone tool and click on the help files to learn how to use it. Practice, practice, practice. Work on a COPY so that you don't lose the original. If you have never done this before, you will have to give it several tries.

I had already done a lot of cloning in this image before I thought to upload it...

You can see that the wires are gone.

This building has tons of wires in front of it...

Here's a different shot, but I removed the wires...

Don't feel like using the clone tool,

If you'll list the programs you have access to, you'll have a better chance at getting more detailed information.

The cloning tool works to some extent, depending on what's around the object you're wanting to remove, as well as whether you can effectively "fix" what's covered by the fence.

This is a very delicate procedure because the camera does not actually see what is behind that fence. So, if we were to remove that fence, for example, it is not like we would see what is behind it, instead we would see a blank spot in the photo. The trick is creating something behind the fence that will fool the viewer into thinking they are looking at a real photo without a fence. If you can get a picture of whats behind the fence that'll help, but you'll still need, as mentioned above, some sort of cloning tool.
