What program would I use?

Question:I want to edit my photos of myself. to make the edges rounded, but i dont want to buy any programs, like photoshop or something. what is a free program to do so, and to edit them to look clearer and almost "glossy" or with a nice glow.
I have irfranview now & photoflitre.

photofiltre can adjust some of the brightness and lighting with filters, and has photo-masque feature for masking borders, you can make your own as well,

They have demos for eveything, incuding After Effects and Photoshop.
If you like photoshop enugh, you might consider buyin it.
