Question:The program will need to do the following things.

1 - Allow macros to be created, preferable using VBScript or other scripting languages.
- I will need to script a function that will make a copy of the image an save it to a new location and move the original to a different location (or make 2 copies moving one to location 'A' and one to location 'B' while deleting the original and keeping copy 'A' open for editing.
2 - Resize images. Preferable my percent and by Pixels.
3 - Draw box (or think lines) over parts of an image.
4 - Has a powerful 'selection tool' preferable that can select an given area (rectangle, square, ellipsis ,etc...) and a free hand selection tool.
5 - Cut, past delete and move selections.
6 - A cropping tool.

Price isn’t really an issue, but as with most things today, cheaper is better.

Elements is good, but if you want to try out something similar for free, try GIMP.

photoshop elements. it has basically everything the expensive one have but its only $100.

Obviously photoshop can do all this, although not with VBScript. And it's the best photo editor out there - if you're going to be working on photos you're going to need it anyway, so why get something else as well?
