For cartooning, most people will use HEAD LENGTHs to exact the proportions of their character's bodies. Young artists start off figure drawing with models that are 7 and a half heads high. The 'sexy', superhero male is about 8 heads high. Supermodels (like you see in fashion drawing) are 8 and a half heads high, with 'normal' torsos but elongated legs. Your adult characters should be 7 to 8 heads high, and your teenagers 6 to 7 heads high. Very young children are 4 to 6 heads high. For body width, the top of the torso ('shoulders' minus the arm sockets) are two head widths wide. So you draw two of the heads, then you sketch in the shape of the torso, then you add the arms. Women's hips are usually equal to the width of their shoulders, while men's shoulders are wider and their hips are much more tapered.

It's supposed to be as big or as small as you want it to be. There is no right answer.
