Looking for a Free program to trace photos. Something I can make a pattern with.

Question:I have heard of Gimp and Inkscape, but I wasn't sure if either had that capability.

yep GIMP will do that

scan in the photo.. and make a new layer.and thats where u put the tracing part =)
