Norman Rockwell was definitely an artist that used humor.
Using images from every day life.
The painting of the little boy and the overly large police officer sitting on sofa fountain counter stools next to one another comes to mind immediately.

Rolf Harris comes to mind - he is wont to engage in unrelentling merry banter as he paints, though who can say if any of this fun reflects in his work.
Whether (the late) Salvador Dali intended imparting humor to his art, or merely build in some arcane statement concerning the meaning of life, or his unique eccentricity was simply a manifectation of undignosed madness, is open to conjecture.
